What makes flood protection measures successful? To answer this question 71 projects from all over Switzerland were analyzed in a study within the Mobiliar Lab for Natural Risks at the University of Bern. The results of this investigation were presented at an information event which took place on Thursday 12 November 2015 at the Institute of Geography of the University of Bern. Within the scope of the event there were contributions from representatives of two municipalities who presented their prospective and trend-setting flood protection projects. In a second part, the representatives of science, cantons, municipalities and insurance companies addressed the utility of prevention measures for society and how damage may be prevented even more efficiently in the future.

Stephan Flury – infrastructure/urban and regional planning, municipality of Sarnen
In the first presentation, Stephan Flury highlighted the success factors for effective flood protection measures by means of the ‘Grosse Melchaa’ in Sarnen. According to Flury the success of flood protection measures strongly depends on a good project manager, a domain expert, an adequate project organization, good undertakings and fair stakeholders.

David Siffert – ‘ingénier communal’, city of Delémont
David Siffert presented success factors for effective flood protection measures on the basis of the project ‘Delémont marée basse’. This project depicts integral urbanistic planning, which not only takes into account flood protection, but also revitalization, urban development as well as a social component.

Luzius Thomi – natural risks expert at Swiss Mobiliar Insurance & Pensions
Luzius Thomi further presented the starting position and aims of the study “What makes flood protection measures successful?”. The focus of the presentation laid on the course of action and the utility of flood protection projects as well as risk development. Thomi further illustrated the methods and the implementation of the study

Hannes Suter – Mobiliar Lab for Natural Risks
In the last presentation, Hannes Suter highlighted a selection of success factors for effective flood protection measures identified within the above-mentioned study. The analyses showed that an early involvement of all different affected players is beneficial. The acceptance of flood protection projects is moreover improved if the development of recreation area Is considered within the projects.
After the presentations, Kaspar Meuli conducted a podium discussion with Rolf Weingartner (Co-Director, Mobiliar Lab for Natural Risks), Tom Wüthrich (Head divison of hydraulics engineering, Canton of Bern), Stephan Flury (Representative of the municipality of Sarnen) and Roland Verdon (Head business economics & law, Swiss Mobiliar Insurance & Pensions) addressing the utility of prevention measures for society and how damage may be prevented even more efficiently in the future.
